Saudi Arabia May Become Oil Importer by 2030, Citigroup Says
By Ayesha Daya and Dana El Baltaji on September 04, 2012

Saudi Arabia, the world’s biggest crude exporter, risks becoming an oil importer in the next 20 years, according to Citigroup Inc.

Oil and its derivatives are used for about half of the kingdom’s electricity production, which at peak rates is growing at about 8 percent a year ... A quarter of the country’s fuel production is used domestically, more per capita than other industrialized nations...

About utility scale solar photovoltaic distributed electricity generation in KSA...

It's obvious that reliable calculations could be made only starting from the price structure (values, time and load dependency, etc) of the electricity in KSA, as well as from the "intrinsic" value of the avoided income due to natural gas and/or oil burning to generate electricity as well as the amount/fraction of such fuels that could be saved by the PV generation.

Considering that the PV generation in KSA can be considered 100% predictable, the fossil fuel savings would be very easy to calculate if the conventional generation structure (fuels, efficiency) were known.

As a very preliminary estimate from PVGIS application - http://re.jrc.ec.europa.eu/pvgis/index.htm - a 10 MWp 2-axis solar tracking PV installation is able to produce at least 23.100.000 MWh per year, which is known to be at least 10-15% underestimated with regards to real performances: a more reliable estimate would be around 27.000.000 MWh per year!
Overall, about 28% additional generation over the expected performance around Palermo, Sicily, can be estimated for KSA.

Again as per a very preliminary estimation, I think a 100 Euros/MWh remuneration for the PV electricity generation during the first 15 to 20 years of operation would be enough to pay back the initial investment; later and until year 40 (estimated PV installation lifetime), a price as low as 30 Euros/MWh (at the present prices, inflation to be added) would be quite enough.
Please consider that (qualified) labour cost is already included and that about 7 times more job positions are created by the PV installations at the same nominal power with regards to conventional power generation.
